As a new type of institutional arrangement, industrial cluster governance is the process, as well as benefits, on the part of entrepreneurs, local government, intermediary organizations, scientific institutions and research centers, colleges and universities, and local residents, through communication and negotiation, cooperation and coordination, “game-playing” and interaction, in the space and community where the IC is deeply rooted, depending on the network constructed with other ICs on the global value chain.
